  • Deputy Director of Studies and Research of the Centre for Political and Constitutional Studies (Ministry of the Presidency)
  • Member of the Venice Commission for Democracy through Law (Council of Europe) representing Spain
  • Professor at the University of Zaragoza and Complutense and the University of Hull (UK)
  • Visiting Professor at the College of Europe in Bruges and at the Ortega y Gasset University Institute (current)
  • Visiting Researcher at the Minda de Gunzburg Centre of Harvard University (2002) and Jean Monnet Fellow (1995-1996) and Salvador de Madariaga Fellow (2004) at the European University Institute (Florence)
  • Manager of the National Social Science Plan and representative of Spain in ESF and COST
  • Currently, member of the Social Sciences and Humanities Committee that manages the European Union's 7th Framework Programme
  • Collaboration with: European Commission (DG Justice, Freedom and Security) | United Nations Development Programme (UNDP) | Friedrich Neumann Foundation (in advisory tasks on the constituent process in Iraq and on territorial decentralisation in Thailand) | Council of Europe on activities to strengthen parliamentary capacities in Serbia and Montenegro | Spanish Agency for International Cooperation and Development (AECID) on training tasks related to regional integration in Latin America, the processes of territorial decentralisation in the Andean area or the training of supranational parliaments in Latin American integration systems
  • Regularly collaborates with the Elcano Royal Institute of International and Strategic Studies and the Fundación Alternativas, where he has published various policy papers, and with the Bureau of Policy Advisers of the President of the European Commission on European prospects
  • He is currently directing two research projects. The first is in response to a contract with the European Commission to develop a study on How is the memory of crimes committed by totalitarian regimes treated by EU member states? JLS/2008/C4/006, in which national experts from the 27 member states are participating. The second project, recently approved, is entitled National Institutions and European Integration: The Ratification of EU Reform Treaties CSO2009-06971. It also participates in a European Union 6th Framework Programme project, Reconstituting democracy in Europe (RECON) www.reconproject.eu
  • Publication of numerous articles (in Spanish, English and Italian) on EU citizenship, its constitutional structure and the relationship with its member states in journals such as Common Market Law Review, Journal of European Integration, Law and Philosophy, European Law Journal; European Public Law, Comparative European Politics, Journal of European Public Policy, Politique Europeenne, South European Politics and Society, Revista de Estudios Políticos, Revista Española de Ciencia Política y de la Administraciòn, Cuadernos Europeos de Deusto among others
  • Areas of research are regional integration, in Europe and Latin America, with special attention to institutional aspects and constitutional design
  • He recently published a book edited with Julio Baquero ("50 years of the Rome Treaties") and is working on a manuscript entitled "Ratifying European Union Treaties", contracted by Routledge Publis. Inc, London.
